Water and sewerage services are being moved out of Tasmanian councils and bulk water authorities to one of three council-owned regional water and sewerage corporations. A fourth common services corporation will also be established to provide common services to each of the three regional corporations.
You are important members of this industry sector, particularly since it will now be likely to grow through investment and other activity more quickly than it would have before
As an employee that currently works in water and sewerage you will be offered a job in one of the four new corporations. It is the clear intent that the existing water and sewerage workforce be retained.
Legislation, to protect your employment conditions and entitlements for the first twelve months has been passed by Parliament and it is expected that all current water and sewerage employees in councils and bulk water authorities will transfer next year.
A transition plan to implement the new structural arrangements is being developed by a State and Local Government Implementation Joint Steering Committee (IJSC), which is chaired by the President of LGAT. This plan will clarify implementation roles.
The State Government will fund an independent asset, financial and employee due diligence process to identify the resources currently contained within councils that will transfer to the Corporations. This process will also extend to Crown water and sewerage infrastructure, such as fluoridation assets and water and sewerage infrastructure managed within National and State parks. This process will be overseen by IJSC and will be completed by the end of December 2008.

What it Means for You
The transfer of all assets, functions, services and staff from councils to the new entities will occur effective from 1 July 2009 when the three new regional water and sewerage corporations and the Common Services Corporation will commence full operations.
We don’t have all the answers you may want right now as there are many decisions that the new organisations will need to make themselves such as:
- the organisational structure of each regional corporations
- the level of contracting back to councils that may be required during the transitional phase
- where the new corporations and works depots will be located.
We expect that the new management teams will be in a position to answer many of these questions early next year.
