Implementation Teams

With the Water and Sewerage Corporations Bill now passed through the Parliament, the implementation phase of the reforms begins in earnest.

The original water and sewerage working party, established to negotiate the new structures and arrangements, has transitioned to the Implementation Joint Steering Committee (IJSC).

Members of the Implementation Joint Steering Committee are:

  • Mike Gaffney- LGAT (Chair)
  • Rob Nicholl - Treasury (Deputy Chair)
  • Allan Garcia  - LGAT
  • Frank Dixon - Launceston City Council
  • Brent Armstrong - Hobart City Council
  • Paul Arnold - Burnie City Council
  • Frank Pearce - Glenorchy City Council
  • Ron Sanderson - Brighton Council
  • John Martin - Dorset Council
  • Greg Winton - Circular Head Council
  • Don Challen - Treasury (as required)
  • Gary Swain - Treasury
  • Jason O’Neill – Treasury

The IJSC’s role is to oversee and co-ordinate the transitional phase of the new structural arrangements, and to play a key role in managing the implementation of reform in the State’s water and sewerage sector.

 The committee is to progress the following specific tasks:

  • assist councils to ensure the timely appointment of Owners’ Representatives by 30 June 2008
  • oversee the timely completion of the due diligence report by an independent expert adviser
  • progress critical issues and outstanding governance matters prior to the appointment of Owners’ Representatives and establishment of the new regional corporations
  • develop a high level communications strategy and transition plan setting out the roles of Local Government, the Bulk Water Authorities, the new corporations and the State Government in relation to the transfer of employees, assets and liabilities.
